Mark moves from Jesus selecting and describing the marks of a disciple in verses 14-20 to the teaching of Jesus in verses 21-28 to describe the authority of Jesus and the purpose and need to accept the authority of Jesus as the Son of God who has come into the world to reveal and bring the kingdom of God through Immanuel; God is with us.
